I -
I CITY OF ARDEN HILLS
.e MEMORANDUM
DATE: February 8, 1996
I TO: Brian Fritsinger, City Administrator
. FROM: Dwayne Stafford, Public Works Superintendent
SUBJECT: Update on Cleveland Bridge
. Background
. On February 1, 1996, Dave Rholl, Ramsey County Design Engineer, Richard Johnson, Bridge
Engineer from HNTB Consulting Engineers, Les Proper, New Brighton Public Works Director
and Dwayne Stafford, City of Arden Hills met for an update on the Cleveland A venue Railroad
. Bridge replacement. This bridge separates Arden Hills and New Brighton at this location.
These are the four (4) alternates offered previously:
I A. Replace bridge at present location and change approach grades to improve safety sight
lines, but creating driveway slope problems to deal with.
.e B. Construct new bridge west of existing bridge lessening driveway impact, but encroaching
into interstate 35W easement.
I C. Remove bridge and cut down approaches creating an at grade signalized crossing.
I D. Remove bridge and turn Cleveland A venue into City owned streets with cul-de-sacs on
both sides of railroad tracks.
. After a discussion of the Alternates, only Alternates A & C seem to be viable options. The City
of Arden Hills indicated alternate A was in the best interest of their City.
I Mr. Proper, however, seems to be leaning toward Alternate C, which even though would not
have a bridge, money from bridge funds could still be used and would probably be more than
. enough to fund the entire project.
. Meetin!!
It was decided to have a Public Informational Meeting, and it will be scheduled for Thursday,
March 28, 1996 at the New Brighton Family Service Center at 7:00 p.m.
. It was also decided to send letters to all residents along Cleveland A venue and East of Cleveland
tt at least one (I) block, between County Road D and County Road E-2. These letters will be sent
by the County and will give a brief update on the Alternates and will inform the residents of the
.
