~
- .
Informational Meeting. Also, the affected Railroad, Fire Department, Sheriff and Health Span .
will be invited to attend, along with Arden Hills and New Brighton Council members. The
results of this meeting will help determine, which Alternate will be selected. e.
Costs
Alternate A (Brid~e Re\.llacement) .
Due to the change in grade of the approach slope and planning for an optional sidewalk now or at
a later date, the shoulders will need widening. This would be done at a cost to Arden Hills of an
estimated $4,700.00. No Storm Sewer is anticipated, however, curb and gutter on the east side of I
the approach would be needed to direct water down the street away from the steep slopes and
driveways. Of the $14,600 estimated cost for New Brighton and Arden Hills curb and gutter, the
County would pay approximately 25 percent, leaving Arden Hills share approximately I
$6,500.00.
rfa sidewalk is requested by the City and runs the entire length of the approach, it would be built I
100 percent at the City's expense or approximately $12,400.00. This sidewalk would include a
small fence on the east side. The proposed bridge would have a walk area on the east side.
Raising the grades on portions of the approach slopes would cause the need for shoulder slopes .
be widened, also. This would impact several property owners. To alleviate this problem a
retaining wall on the east side of the approach ramp would be needed. The estimated cost of the ,
retaining wall for New Brighton and Arden Hills would be $77,200 of which, the County would
pay 25 percent. Arden Hills share of the retaining wall would be approximately $24,400. This e'
brings the cost to Arden Hills to a total of$48,000 for Alternate A, if the sidewalk is included.
Alternate C (remove brid!!e and construct an at grade crossin!!). It is expected that bridge .
replacement funds could be used to remove the bridge and remove approaches, thus eliminating a
need for shoulder work, retaining walls, curbing and sidewalk. Therefore, construction of an at
grade, signalized crossing would be done at no cost to Arden Hills or New Brighton. I
Recommendation
Staff recommends the City of Arden Hills send representatives to the March 28th, 1996 .
Informational Meeting, and use information from that meeting to help determine which Alternate
and options best suit the needs of Arden Hills.
.
I
I
I
..
I
