t ~~
I CITY OF ARDEN HILLS
Ie MEMORANDUM
DATE: February 16, 1996
I TO: Brian Fritsinger, City Administrator
I FROM: Dwayne Stafford, Public Works Superintendent
SUBJECT: Cleveland Avenue/County Road D Intersection
I
Background
, Several years ago plans and specifications were made to reconstruct this intersection. Due to a
high volume of traffic with no turn lanes and the close proximity to an interstate access it had
been identified previously for reconstruction. For a variety of reasons Ramsey County delayed
I the project Also, the portion of County Road D West of Interstate 35W had been reconstructed
some time ago with no improvements done on the East side of 3 5W.
I Plans
A meeting was held on February 13, 1996 to discuss the plans for this intersection. Those in
attendance were Dan Solar, Ramsey County Engineering; Les Proper, New Brighton Public
.. Works; Karl Keel, Roseville Public Works; and Dwayne Stafford, Arden Hills Public Works.
, Plans were reviewed showing the reconstruction of County Road D from Interstate 35W to
approximately 250 feet East of Cleveland. Also, shown to be reconstructed was Cleveland from
approximately 250 feet North of County Road D to County Road C. Hence, this covers the
I entire intersection of Cleveland and County Road D.
The Plans call for the widening of County Road D and Cleveland approximately 250 feet on each
I side of the intersection to accommodate for turn lanes, and to install storm sewer with concrete
curb and gutter on all the reconstructed areas. On the Arden Hills corner a 5 foot side walk was
shown on both sides of the vacant corner lot, running the entire length of the reconstruction and
I dead ending. Unsure yet is the possibility of signalizing this intersection, It was suggested by
Roseville that the intersection be signalized with an EVP (Emergency Vehicle Remption System)
part of the signal package.
I Trails
I Staff has asked Ramsey County, to exclude the sidewalks on the Arden Hills corner of the
intersection from the plan as they don't lead to anywhere, and the sidewalks would be
constructed at Arden Hills expense. Instead, staff has asked the County to look at the possibility
I of constructing an eight (8) foot trail from the North East corner of the intersection, North on the
Arden Hills side of Cleveland about one (1) block, and connect it to the existing trail at
Cleveland and Glenpaul A venue.
,-
I
