<br />I <br />I. CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I <br /> DATE: February 22, 1996 <br />I TO: Brian Fritsinger, City Administrator <br /> CSJ <br />I FROM: Cindy S. Walsh, Parks & Recreation Director <br /> SUBJECT: Valentine Hills Elementary <br />I Background <br />I The Valentine Hills Elementary School PTA has approached the City of Arden Hills to <br /> contribute money towards the purchase of a playground structure. <br />I Council Worksession Discussion <br /> The consensus of the City Council at the February 20, 1996 worksession was to contribute <br /> $500.00 towards the playstructure at the school. Council agreed that the neighborhood may use <br />I the structure to some degree making a contribution justified. <br /> Parks and Recreation Committee Recommendation <br />.. At the January 23, 1996 meeting, the Parks & Recreation Committee discussed the PTA's <br /> request for the playground structure donation. The Committee is concerned about the amount of <br /> the request. They discussed the fact that Arden Hills has projects that need to be finished and <br />I that all play structures in our park system are in need of replacement. The recommended five <br /> year plan shows replacing one old structure with a new one at each park site in our City <br /> beginning with Perry Park and Hazelnut Park. Thus, the Committee recommended donating up <br />I to $500 towards the project or in-kind service hours. The Committee also questioned where the <br /> money would come from. Regardless of the source of funding, they concluded that $10,000 was <br />I too much to donate considering the City's need to replace our own play structures. <br /> Other City Participation in School Playstruetures <br />I The Snail Lake Elementary PT A raised money in 1994 for a new playstructure. When <br /> approached by the PT A, the City of Shoreview contributed $500, the City of Vadnais Heights <br /> contributed $700 and the City of North Oaks didn't contribute any money toward the project. <br />I Staff Recommendation <br /> As previously outlined in the worksession memorandum, staff agrees that the playground <br />I structure may be used by the families of those participating in our summer programs. Staff <br /> concurs with the Council member consensus at the worksession that $500.00 would be <br /> appropriate to donate to the play structure. Staff recommends that his money come from the Park <br />~. Fund unless Council desires to use the Community Services Fund to pay this donation. <br />I <br />I <br />
