TO: Brian Fritsinger, City Administrator <br />I FROM: Dwayne Stafford, Public Works Superintendent <br />I SUBJECT: Oak Avenue Street Improvement <br /> Background <br />I During the 1996 Street Improvement Informational meetings, problems concerning the <br /> reconstruction of Oak Avenue began to surface. Since the information meetings, City staff has <br /> received a petition signed by each of the residents of Oak A venue objecting to a total <br />I reconstruction of the street This petition was presented to Council at its last regular meeting. <br /> Mr. Stonehouse and Mr. Stafford met with the residents of Oak Avenue on site, on February 21, <br /> 1996, and discussed the residents concerns relating to the street. At this time, the main concerns <br />. seemed to be: <br /> 1. Retaining the cul-de-sac, including the island, as is. <br /> 2. No curb and gutter. <br />.. 0 Maintaining the current street width. <br /> J. <br /> 4. Overlay preferred in lieu of reconstruction. <br />I Mr. Stonehouse explained to the residents that it is his professional opinion a total reconstruction <br /> with concrete curb and gutter and a uniform 26 toot street would be the best solution. Mr. <br />I Stonehouse also explained he would look at the cul-de-sac to see if it would be possible to design <br /> it with similar dimensions to those which exist currently. <br />I Also, at the last Council meeting many residents of Oak A venue asked that they be allowed to <br /> meet with Mr. Stonehouse and members of the Arden Hills staff to work out a solution to their <br /> disagreements relating to the proposed improvements on Oak Avenue. <br />. Meetinl! <br />. A meeting was held on Thursday, February 29 at the City Hall conference room and was <br /> attended by Mr. Stonehouse from MSA, Mr. Fritsinger and Mr. Stafford from the City of Arden <br /> Hills. <br />. Representing Oak A venue was a delegation of approximately 12 residents headed by Mr. Dwight <br /> Warkentin. At this meeting Mr. Stonehouse presented a preliminary plan of Oak A venue <br />I reconstructed to a 26 foot width with surmountable concrete curb and gutter and leaving the <br /> island in the cul-de-sac, but enlarging the paved portion oUhe cul-de-sac somewhat as per MN <br />f' DOT's bus template. <br />I <br />
