CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I DATE: March 12, 1996 <br />I TO: Brian Fritsinger, City Administrator <br /> Dwayne Stafford, Public Works Superintendent ~ <br />I FROM: <br /> SUBJECT: Lexington Avenue (Larpenteur to County Road E) <br />I Background <br />I The Ramsey County Department of Public Works has identified the segment of Lexington <br /> A venue between Larpenteur and County Road E, for milling and overlay this coming <br /> construction season. Included in this project are, the addition of several turn lanes, the <br />I modification of a railroad crossing and rehabilitate, add, and interconnect the signal system along <br /> this route. <br />I Affecting Arden Hills would be new signals at the County Road D intersection, at which the <br /> County proposes an EVP (Emergency Vehicle Preemption) system. <br />.- Mr. Stafford has taken several complaints from residents who use County Road D to enter <br /> Lexington Avenue, since his arrival last July. <br />. Mr. Stafford inspected the intersection, and found visibility to the north when approaching <br /> Lexington from County Road D is severely restricted, and a signal at this location would be <br /> beneficial to the local residents. It is bad enough that most residents prefer cutting through the <br />I adjacent park to enter Lexington where visibility is better. <br />I With permission from the Ramsey County Parks Department, Arden Hills Public Works has <br /> been plowing a road through the park all winter for the County Road D residents safety. <br />I Project Costs <br /> The Engineers estimate for this project is approximately 1.5 million dollars, of which they expect <br /> Federal Funding for 80 percent of the cost. <br />I Arden Hills Costs <br /> The new signals at County Road D and Lexington are expected to cost approximately $98,000, <br />I of which Federal Funding is expected to pickup 80 percent. Of the remaining $19,600 the <br /> County will pay 75 percent and the County asks that Arden Hills and Roseville split the <br /> remaining 25 percent. This brings the cost of the signals to $2,450 to Arden Hills. <br />I <br />" <br />I <br />
