1.-' -
-
~e CITY OF ARDEN HILLS
MEMORANDUM
I
DATE: March 22,1996
I TO: Brian Fritsinger, City Administrator ?s
I FROM: Dwaync Stafford, Public Works Superintendent
SUBJECT: 1996 Street Improvements
I Back!!:round
I The City of Arden I-Ells Staff and City Engineers have held numerous meetings with residents
and among themselves, in regards to the 1996 Street Improvement projects, Three of the four
streets identified for reconstruction had concerns brought to our attention by the residents. Most
I of these concerns should be taken care of on the final plans and specifications, which staff
expects to be completed on March 25, 1996.
I Unresolved
Some residents of Pascal Avenue have asked that Pascal be designed to remain the same width
which exists presently, approximately 21 feet. Based on the directions of the City Council, the
-- City Engineer has been instructed by staff to look at the feasibility of keeping the street 21 feet
wide, Mr. Terry Mauer, Consulting Engineer, has made the recommendation that the street be
I narrowed from the standard 32 foot width to a 24 foot width measured face of curb to face of
curb, This would amount to a 21 foot bituminous mat plus curbing approximately 2 1/2 feet on
each side. The Public Works Department has also contacted the Lake Johanna Fire Chief, Don
I Szurek, who recommends a 24 foot street for safety purposes, The engineer has provided plans
designed to both the 24 foot and 21 foot width,
I Plans and Specifications
The Public Works Staff has reviewed the preliminary plans for the reconstruction projects and
has flagged several items for the engineers to take an extra look at. Overall, the Public Works
I Staff is comfortable with the preliminary plans, Final plans and specifications are scheduled for
completion sometime on Monday, March 25, and should be available for Council at the March
25, 1996 meeting, However, this may not give the Oak Avenue residents a chance to review the
I plans ahead of time as requested.
Recommendation
I The Public Works Staff recommends Councils approval of Resolution 96-21, supporting the
1996 Street Improvement Plans, if staff has the opportunity to inspect them and approve them
I prior to the March 25 Council meeting. Staff will also request a representative of the Oak
Avenue residents be given the opportunity to inspect plans and specifications prior to the
it meeting,
I
