As you are aware, we have had <br /> numerous ongoing conversations regarding this subject over the past several weeks. <br />e,....~:,'.G~;:.::R:~;G Currently, Pascal A venue is approximately 21 feet wide with minimal, if any, bituminous I <br />E"ti:~CI\"'<C\::':". berm on the outer edges. It is a dead-end road with the nonh end having two houses fairly <br />/v',;J'{UA~ close to the street. Our recommendation has been to construct a 24-foot wide street, <br />P:.,''''''NI~;::; including the concrete curb and gutter. The width of the concrete gutter is approximately eI <br />scuc "''V)\S~t 18 inches, so to arrive at 24 feet, we would maintain the same bituminous width and <br />S!,:;J'::-~;:'L essentially place the concrete curb and gutter on the outer edges, The residents have <br />S~.SJ'J\,G requested consideration of a narrower width, possibly 22 feet wide, I <br />r~A.~~;C <br />PA';S?opr.'-'i:C.'i The Minnesota Department of Transportation does recognize II-foot lanes, but they also <br /> ha ve a standing recommendation that there be a 2-foot reaction area on any lane which I <br />E:.:'::;:;:'CAL'V::.......,\i'C,!.. abuts an outside edge or an inside median, Given these design criteria, the minimum <br />hC;:~'.c:;:oi0 <br />~"".< recognized Municipal State Aid width roadway is 26 feet--two lI-foot lanes with 2-foot I <br />P:::::'''::~ C.IST~!~JTiC\ reaction area on either side, On higher speed roads, the lane width recommendation from <br />SC'/!;:'A MnDOT is 12 feet. We feel comfortable in recommending a 24-foot width for Pascal <br />S'IS iE,'.', :::O~GJ~S Avenue, being either two 11-foot lanes with I-foot reaction area, or two 12-foot lanes with I <br /> no reaction area on the outside edges, A 24-foot street width is also a widely recognized <br /> section used in areas of tight constraints, being either physical structures such as houses <br /> or natural features such as large diameter trees, or in areas that have a limited traffic I <br /> volume such as a cul-de-sac or a dead-end road. We would caution the City that <br /> narrowing the street to 22 feet may expose the City to some liability should there ever be <br /> a traffic accident.
