The project addressed consists <br /> I of the installation of approximately 2,700 linear feet of new watennain along the segment <br /> of Old Highway 10 between Wedgewood Circle and Ramsey County Highway 96. The <br /> project is teclmically feasible from an engineering standpoint. Economic feasibility must <br /> I eVil E",GiNE:~~r\G be evaluated by the City of Arden Hills' Finance Director. <br /> :1'NtRCNMENTAl <br /> MLI'<:C",.lL Project Background <br /> I PV\""'G <br /> .L:DW~)TE The City requested MSA, Consulting Engineers to complete this report in a memorandum <br /> 5,;1.:)(i'3",[ dated March 12, 1996, foHowing the receipt of Ramsey County's 1996 Transportation <br /> I SU~"I::Y',\G Improvement Plan (TIP). Ramsey County proposed the bituminous overlay of Old <br /> E..;,F:iC Highway 10 from County Road F to Highway 96 during August of 1996. It would be <br /> TKANS?CR~ATiON beneficial for the City to incorporate the installation of any necessary utilities prior to that <br /> I construction to prevent the unnecessary disturbance of the newly overlaid roadway in the <br /> E~:C~:(..\),',1ECi-!ANI(t. . near future. <br /> E.\ON:c~iNG <br /> I ~IjA( <br /> PC\'iE't O:SiRIBUT:QN Existing Conditions <br /> SC.l,J./. <br /> I S'!S;E'.~ (:J~iTROLS Old Highway 10, within the project area, currently exists as a portland cement concrete <br /> roadway. The roadway is in poor condition and in need of structural and surficial repairs. <br /> Accordingly, Ramsey County Public Works has included this segment of roadway in its <br /> I 1996 overlay program. There is currently no municipal watennain along the segment of <br /> Old Highway 10 from Wedgewood Circle to Highway 96. There are, however, segments <br /> of 12-inch trunk watennain at the north and south limits of this area, within Lake Shore <br /> I Place and Old Highway 10 (see exhibit 1). These sections of the City of Arden Hills' <br /> existing infrastructure would provide good connection points to allow both residential <br /> service to the 20 residents along Old 10, as well as a good loop within the City's water <br /> I OFFICES IN: distribution system to allow pressure equalization and redundancy for future development <br /> to the west. The need for this improvement leads to the next section of this report, the <br /> MINNEAPOU5 <br /> I eR10R tAKE proposed improvements. <br /> 51.
