As a follow-up to that <br /> meeting, we have evaluated the possible financial implications of the turnbacks outlined <br /> I at that meeting. The 1996 Ramsey County Transportation Improvement Program (TIP) <br /> outlined several streets for turnback in the next three years, and those are subject to <br /> change. This may make the turnback of the streets listed above <br /> difficult to achieve in 1996. However, based upon our discussions at that meeting, it was <br /> I determined that the City Council might consider turning both Hamline Avenue and County <br /> OFFICES IN: Road F back to Ramsey County this year, as well as the possible turnback of two to three of <br /> the proposed streets to Arden Hills. According to the adopted turnback policy, turnback <br /> .NNEAPOUS <br /> I lOR LAKE transfers are to be accomplished at "level 90" or better, according to the 1993 Ramsey County <br /> CIP street ratings. This means that a street with a pavement rating less than 90 must be <br /> 51.
