I
I. CITY OF ARDEN HILLS
- MEMORANDUM
I DATE: April 4, 1996
I TO: Brian Fritsinger, City Administrator ry)
FROM: Dwayne Stafford, Public Works Superintendent
I
SUBJECT: Lift Station #6
I Background
Lift Station #6 had been identified earlier for modifications due to its age, type of construction
I and for safety reasons. Public Works Staff had previously received permission from Council, at
its October 30th, 1995 meeting, to prepare specifications and to seek proposals to modifY Lift
Station #6 to today's standards, Proposals were received on December 6, 1995, from three (3) of
I the major lift station contractors in the Twin Cities area, These companies were:
Tri-State Pump and Equipment Company
I Waldor Pump Company
Quality Flow Systems
.. Recommendation
After reviewing the three (3) proposals with Mr. Janski, the Engineer from MSA who specializes
I in lift stations systems, the Public Works Staff recommends accepting the bid of$23,544.50 from
Quality Flow Systems. In addition to this amount the Public Works Staff recommends the City
spend an additional $250.00 for stainless steel pump lifting chains, verses the standard
I galvanized, as the chains are attached to the submersible pumps and are subject to heavy
corrosIOn.
I This bid is higher than Tri-State's bid of$18,128, however, Tri-State's bid did not include a new
concrete top with aluminum hatch for the existing lift station which is needed for removing and
servicing the new submersible pumps. Mr. Janski felt this bid was vague on other issues.
I The bid from Waldor Pump was slightly less at $23,341.48. This bid, however, did not include
site restoration.
I The bid from Quality Flow of$23,794,50 includes site restoration, which could be a significant
I amount based on the steep slope to the site and the possible encroachment on private property.
See attached proposals and recommendations from MSA.
I. Funding:
Originally Public Works Staff and the City Accountant had proposed using monies budgeted for
a new lift station alarm system to pay for the #6 Lift Station modifications. Since that time,
however, $26,600 has been included in the 1996 budget just for this modification.
I
I
\
