<br /> ." ,- <br /> MINUTES OF A MEETING OF THE JURISDICTIONS <br /> I WHICH CONTRACT WITH RAMSEY COUNTY SHERIFF'S DEPARTMENT <br /> FOR POLICE SERVICES <br /> " FEBRUARY 15, 1996 <br /> +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ <br /> Roland Birkebak, Chair, called the meeting to order at <br /> 7:35 a.m. The following members were present: <br /> I <br /> - Roland Birkebak, City of Gem Lake <br /> - Dick Dornbusch, Undersheriff / Chief Deputy, Ramsey County <br /> I Sheriff's Department <br /> - Brian Fritsinger, City of Arden Hills <br /> - Joel Hanson, city of Little Canada <br /> - Dick Lange, city of North Oaks <br /> I - John Luey, Undersheriff, Ramsey County Sheriff's Department. <br /> - Jan Reagan, White Bear Township <br /> - Terry Schwerm, City of Shoreview <br /> I - Bill Short, White Bear Township <br /> - Jerry Urban, City of Vadnais Heights <br /> I APPROVAL OF MINUTES <br /> The Minutes of December 21, 1995, were approved as submitted. <br /> I REVISED 1996 MEETING SCHEDULE, AGENDAS AND DEADLINES <br /> .. Urban moved to approve the revised 1996 Meeting Schedule, Agenda <br /> and Agenda Deadlines. Schwerm seconded. Ayes all. <br /> I YOUTH TRUANCY CENTER = DEPUTY JULIE URBAN <br /> Deputy Urban reported on the Executive committee that was formed <br /> to work toward getting a Truancy and Curfew Center together. To <br /> I date, the county has received a $250,000 start-up grant from the <br /> state of Minnesota. A building site has not yet been <br /> determined. The Truancy Center will be manned mainly by Youth <br /> . Service Bureaus. All youth brought to the Center will go through <br /> an interview which will be followed up by a meeting with a parent <br /> or relative. <br /> I Deputy Urban noted that there will be one uniform curfew for all <br /> of Ramsey County by June or July, 1996. <br /> I MEETING WITH SHERIFF BOB FLETCHER <br /> Sheriff Fletcher reported on continuing increases in juvenile <br /> I crime, and the lack of government resources to impact the <br /> problem. He explained that the problem began in 1982, when crack <br /> cocaine was brought into the Metro Area. In 1989, there was a <br /> dramatic increase in violent crime throughout Ramsey county, and <br /> I gangs were being formed. He stated that the average age of the <br /> first juvenile arrest is now eight years old. <br /> .. <br /> I <br /> I <br />
