<br /> "", -. <br /> Sheriff's Contract Group Meeting <br /> February 15, 1996 I <br /> Sheriff Fletcher reviewed the results of Ramsey County's -- <br /> Strategic Planning Effort as follows: 1) citizens want to be <br /> more involved in their community's public safety; and 2) there <br /> is a need for greater collaboration between governments. He <br /> noted that Dick Dornbusch is in charge of the collaboration of I <br /> county-wide police functions, including the 800 mhz communication <br /> system. He explained a new program called Volunteers Involved in <br /> Public Safety (VIPS) . This is Sheriff's Department campaign to I <br /> recruit citizens into a community / police partnership. Through <br /> this program, citizens will be involved in creating a community <br /> wide support system. A main group called Community Affairs <br /> Officers will focus on programs within the community that promote I <br /> public awareness and involvement in safety and crime prevention. <br /> A Youth Safety and Development Partnership with the Ramsey County <br /> School Districts will also be developed. Retired st. Paul Com- I <br /> mander Larry McDonald and Deputies Mark Petit and Allan Rossman <br /> have been hired for the VIPS program. Their goal will be to <br /> provide an avenue for participation. A citizens Academy, for <br /> those who want to know more about the work and services provided I <br /> by the Sheriff's Department, is planned for the end of March. <br /> Sheriff Fletcher reviewed the status of the radio communications I <br /> proposal with the City of St. Paul. <br /> ANIMAL CONTROL REPORT .. <br /> Rick Ruzicka, A.C.S.I. , distributed the Animal Control Activity <br /> report from October 1, 1994, through December 31, 1995. It is <br /> his opinion that cats are the most costly part of his service. I <br /> He stated a need to educate owners to provide proper <br /> identification on their pets so they can be returned to them. <br /> Bad checks were discussed, and the Group directed Mr. Ruzicka to I <br /> continue with the present policy of taking checks written in the <br /> community's name. <br /> It was decided that it was not necessary for Mr. Ruzicka to I <br /> attend the April Meeting, and that he should be prepared to <br /> report back in July. <br /> PATROL DIVISION ORGANIZATION 1 <br /> The Group stated their appreciation for John Luey's I <br /> comprehensive crime report of 2/1/96, and asked that he continue <br /> to provide it in advance of the meetings, to allow time for <br /> review. <br /> LONG RANGE GOALS L PLANNING I <br /> Tabled until next month.
