<br /> I l <br /> . <br /> I CITY OF ARDEi'i HILLS <br /> MEMORANDUM <br /> ,. <br /> DATE: June 5,1996 <br /> I TO: Brian Fritsinger, City Administrator <br /> ~. <br /> FROM: Dwayne'Stafford, Public \Vorks Superintendent <br /> I <br /> SUBJECT: MCES Grant <br /> I Request <br /> The City of Arden Hills Public Works Department requests the City Council's approval in <br /> I applying for a Metropolitan COllncil Environmental Services (MCES) match grant in the amount <br /> of$1O,OOO, <br /> I Back~round <br /> The Staff has recently examined a MCES program in which cities may apply for a match grant of <br /> up to $10,000 to aid in the identification of inflow and infiltration (1 & I) problems in their <br /> I sanitary sewer system, An MCES informational meeting was held on May 17th, 1996, which <br /> was attended by Mr. Terry Post and Mr, Dwayne Stafford representing Arden Hills, <br /> .. MCES Loans of up to $40,000, will also be available to correct problem areas identified with the <br /> grant monies, These loans may be forgi ven with proof of permanent corrections, The City may <br /> I seek MCES loan monies at a later date to repair identified problem areas, <br /> Grant and loan monies \vill be isslled on the basis of a ranking system of the cities as to the <br /> I estimated amounts of! & I and to the projected amount of! & I decrease. <br /> Recommendation <br /> I The Public Works Staff recommends the City pursue any and all grant monies available for the <br /> identification of sewer system inflow and infiltration. <br /> I Staffrecommends that the City COllncil consider authorizing staff to apply for a $10,000 MCES <br /> match grant to begin a program of inflow and infiltration analysis in the Sanitary Sewer System, <br /> Assuming Council approves the grant application submittal, and MCES approves the grant <br /> I request; it is anticipated that this effort would be initiated in 1997 and consist of televising <br /> approximately one third (1/3) of the Sanitary Sewer System lines, <br /> I <br /> I <br /> .. <br /> I <br />
