I <br /> . <br /> CITY OF ARDEN HILLS <br /> MEMORANDUM I <br /> -- <br /> DATE: June 5, 1996 <br /> TO: Brian Fritsinger, City Administrator I <br /> FROM: Dwayne 'Stafford, Public Works Superintendent ~ <br /> SUBJECT: Sanitary Sewer Evaluation I <br /> Background I <br /> According to the sewer and water plans the City has on file, a large portion of our sanitary sewer <br /> system was constructed approximately 35 years ago, Properl)' installed systems can last a I <br /> hundred years or more, however, 35 years ago work ethics in sewer construction stressed mostly <br /> quantity. One of the key ingredients to a good sewer line is compaction in the pipe zone just <br /> after the pipe is laid, If there are voids under the pipe and back filling occurs or a rock rolls I <br /> down on the pipe it may break, or it may settle later and break. Unlike newer plastic sewer lines, <br /> clay lines are as brittle as glass, At the time these pipe were laid, pressure testing sewer lines <br /> was unheard of, as the type of joint used in those days would barely keep dirt out of the line. I <br /> Todays joints which can be pressure tested, are virtually water tight. <br /> Televise eI <br /> The Public Works staff would like to start a program of systematically televising our entire <br /> sanitary sewer system, This could be setup on a three (3) year program, possibly looking at the <br /> oldest areas first. The main concerns would be ruptured pipe where the possibility of collapse I <br /> exists and infiltration which surely exists and costs the City thousands of dollars yearly treating <br /> clean water. <br /> Recommendation I <br /> The Public Works staffrecommends that the City obtain bids from television inspection I <br /> contractors who would provide a complete report on the condition of each segment similar to the <br /> enclosed report, These reports could then be analyzed by the Public Works staff and appropriate <br /> repairs scheduled. This program could be started in the Spring of 1.997, giving staff time to I <br /> budget monies for it. Any streets receiving reconstruction would automatically be televised as <br /> part of the engineering of the street. <br /> Costs I <br /> The City of Arden Hills has approximately 200,000 feet of sanitary. sewer pipe in place, <br /> Televising one third (1/3) of the City each year for three (3) years would cost the City I <br /> approximately $20,000 per year. The Public Works Staff would also recommend the City budget <br /> $25,000 per year for repair of identified problem areas until this project is completed. <br /> I <br /> .. <br /> I <br />
