<br />I' .. <br />~- CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I <br /> DATE: June 17, 1996 <br />I TO: Mayor !lnd City Council <br />I FROM: Kevin Ringwald, Community Development Director ~ <br /> SUBJECT: Metropolitan Livable Communities Act, Action Plan <br />I Request <br />I The Staff is requesting City Council direction on developing the Arden Hills Action Plan which <br /> is required as part of the Metropolitan Livable Communities Act. <br />I Background <br /> The Metropolitan Livable Communities Act (the Act) was adopted by the State of Minnesota in <br /> 1995. The Act is intended to address housing and other development issues facing the Twin <br />I Cities metropolitan area. The Act requires the Metropolitan Council to negotiate affordable and <br /> life-cycle housing goals for each participating community. If a municipality complies with the <br /> Act, then they are eligible to receive certain grants and loans from various State agencies. <br />.. In December of 1995, the City Council adopted Resolution #95-86 (Exhibit A). Resolution #95- <br />I 86 established the goals for participating in the Local Housing Account Program (the Program) <br /> under the Act for the calendar year of 1996. <br />I In summary the goals for the Program were: to be directly linked to the creation of new <br /> residential units in TCAAP; the existing Land Use Plan is the document which will be used as a <br /> basis for participation in the Program, until a revised land use plan for TCAAP is officially <br />I adopted; and the goals for the Program would be those that reflected a small developing city. <br /> The mutually agreed upon goals for the City (TCAAP) in 1996 are: <br />I Housing Component Goal <br /> Affordability - Ownership 65 percent <br />I Affordability - Rental 38 percent <br />I Life-Cycle - Type (non-single family detached) 27 percent <br /> Life-Cycle - Owner/Renter mix 83/17 percent <br />I Density - Single family detached 1 .8 uni ts/ acre <br /> Density - Multifamily 9 units/acre <br />~ <br />I <br />
