Some involve little or no administration or oversight by the city, although most <{ <br />I require a city's consent. Categories of programs and examples are: <br /> .. Rent assistance programs such as HUD's Section 8 certificate or voucher programs <br />I' administered by Metro HRA., or city or county HRAs. <br /> .. Homeless prevention and emergency assistance programs available through HUD and <br /> MHF A. <br />I <br /> .. Mortgage assistance and below-market-rate home mortgage loans through MHFA and <br />I HRAs through local lending institutions. <br /> Housing Development Programs <br />I The action plan may set forth specific new construction or housing rehabilitation efforts to <br /> expand the community's stock of affordable rental housing. <br />I A limited number of tools are available to support the construction or rehabilitation of <br /> low- and moderate-income housing. These programs include the following: <br />I .. New construction, or acquisition and rehabilitation programs to produce or <br /> preserve affordable rental housing. Examples include HUD's HOME funds and <br />I various MHF A programs. <br /> .. Low-income tax credit and mortgage/bridge loan programs. <br />.. .. Low-income public housing funds for the construction or acquisition of public <br /> housing units available as a result of the 1995 Hollman Settlement. <br />I .. First-time home buyer programs through MHF A and local HRAs through <br /> participating local lenders. <br />I Housing Maintenance, Rehabilitation and Redevelopment Programs <br /> A variety of programs are available to address maintenance, rehabilitation and <br />I redevelopment. The action plan may identify any or all of a number of potential local <br /> efforts including, but not limited to, the following: <br />I .. Adoption and enforcement of a local housing maintenance code. <br /> ... Rental rehabilitation, mortgage assistance and federal inCome tax credit programs <br /> aimed at preserving and improving rental housing. Available through MHFA <br /> .. Home ownership rehabilitation, home improvement and energy-efficiency local <br />I programs. Available through MHFA. <br /> .. Initiatives for housing rehabilitation programs, funded locally or through CDBG <br />I funds.
