CITY OF ARDEN HILLS <br /> I MEMORANDUM <br /> I DATE: June 17, 1996 <br /> TO: M.y" On" Ci'Y C...dl ~ <br /> I FROM: Kevin Ringwald, Community Development Director <br /> I SUBJECT: Northwestern College, student population numbers <br /> I Reauest <br /> The Staff wishes to discuss further possible modifications to the maximum Full Time Equivalent <br /> (FTE) students at Northwestern College. <br /> I Background <br /> In June of 1991, the City of Arden Hills approved a Planned Unit Development (PUD) for <br /> I Northwestern College. The PUD limited the maximum FTE student enrollment at Northwestern <br /> College to 1,250 students. <br /> . Northwestern College operates several satellite campuses in the Twin Cities. The students at <br /> these satellite campuses are registered at the main campus, but do not attend classes at the main <br /> campus. At the December 21, 1995 City Council worksession, Staff presented a request by <br /> I Northwestern College that its students who do not attend classes at the primary campus not be <br /> counted against the maximum student population as stipulated in Planning Case #91-04 (1,250 <br /> FTE students maximum). The City Council generally concurred that the stipulations on student <br /> I population size were not intended to regulate the student population size of the satellite' <br /> campuses. Due to how the graphic provided by Northwestern College was prepared, the Staff <br /> I correctly relayed to the City Council the issue ofthe satellite campuses. However, the Staff did <br /> not pick up that the graphic also showed the future FTE increasing beyond 1,250. Northwestern <br /> College anticipates that FTE's at the main campus may increase to 1,420 by the school year <br /> I 2001-2002. In discussing this issue with Northwestern College, the Staff has been informed that <br /> any changes required to accommodate these additional students would not occur in Arden Hills, <br /> but in Roseville. It would seem appropriate that Northwestern College apply for a modification <br /> I to the approved PUD. The Staff would appreciate any direction from the Council, particularly in <br /> the areas of: should the FTE number be for a fixed period oftime (5 yrs, 10 yrs, 20 yrs) or <br /> permanent; is the FTE the appropriate mechanism to count students; historical considerations on <br /> I the previous case; and limitations/parameters on construction in Arden Hills. <br /> Requested Action <br /> I Provision of direction by the City Council on the review of the proposed modifications to the <br /> maximum FTE size as proposed by Northwestern College. <br /> I' <br /> I <br />
