ARDEN HILLS CITY COUNCIL - MA Y 28. 1996 3 <br />I MOTION: Mal~ne moved and Aplikowski seconded a motion to approve Resolution #96- <br />I 35, Ordering the Improvement and Preparation of Plans and Specifications in <br /> the Matter of the Old Highway 10 Watermain Improvement of 1996, The <br /> motion carried,unanimously (5-0). <br />I Mayor Probst stated that notices will be sent to residents regarding the public hearing for <br /> assessments once it is scheduled. <br />I PUBLIC HEARING - 1996 STREET IMPROVEMENT PROJECT <br />I A. Resolution #96-34, Adopting Final Assessment Roll (5 Year) <br /> B. Resolution #96-36, Adopting Final Assessment Roll (8 Year) <br />I Mayor Probst opened the public hearing at 7:45 p.m. He verified publication and notice of <br /> this public hearing. <br />I Mr. Stonehouse explained that the 1996 street improvement project included street <br /> reconstruction of Oak A venue, Pascal A venue, and Eide Circle, repavement of McCracken <br /> Lane, and recycling of Ridgewood Court. <br />Ie Mr. Stonehouse gave an overview, including Minnesota State Statute 429, application of the <br />I City's Assessment Policy, and typical residential assessments. He stated that property owners <br /> are assessed for improvements adjacent to their property, based on the benefit to their <br /> property. <br />I Mr. Stonehouse eXplained that the City portion of the street improvement project is funded <br /> by ad valorem taxes, MSA funds, County turnback funds andutilility funds. He cited recent <br />I street improvement projects at Old Snelling Avenue, Tiller Lane, Bussard Court, and County <br /> Road F. <br />I Mr. Stonehouse stated a typical assessment would be approximately $3,250, payable over five <br /> or eight years at eight percent interest. <br />I Mr. Stonehouse stated the estimated construction bid amount was $371,000, with the actual <br /> bid being $377,500. He stated based on that amount, the resulting assessment would be $30.32 <br />I per front foot for Oak Avenue, Pascal Avenue, and Eide Circle. He stated that McCracken <br /> Lane rehabilitation would be assessed at $16.44 per front foot, Ridgewood Court recycling <br /> assessment would be $8.80 per front foot, and the routine bituminous overlays and sealcoating <br />I would be assessed at $5.42 per front foot. <br />" <br />I <br />
