I ... .
I .. ~
CITY OF ARDEN HILLS
I- MEMORANDUM
DATE: July 8, 1996
I TO: Mayor & City Council . ~
I FROM: Cindy S. Walsh, Parks & Recreation DirectorG)
I SUBJECT: Control Data Corporation Park Dedication
Back!!:round
I As a part of Control Data Corporation's (CDC) request for approval of a PUD Master Plan and a
Preliminary Minor Subdivision, CDC is required to fulfill park dedication requirements. The
City currently has a temporary lease agreement with CDC that allows parking for Cummings
I Park users. I would like to ensure that the City has a permanent parking area for Cummings
Park, as CDC fulfills their park dedication requirements for Planning Case #96-05.
I When staff originally discussed the parking issue with CDC, they were not interested in allowing
the City to continue to park in the location that we currently use. However, in recent
.. conversations between staff and CDC, CDC agreed to give the City a permanent parking
easement in the area where Cummings Park users currently park. I think that gaining a
permanent easement to use the existing lot would be a win-win situation for both the City and
I CDC for these reasons:
1. The City would benefit from not having to clear trees to create a lot.
I 2. The City would also not have to expend additional money from the Park Fund to build
and maintain a City owned parking lot.
3. CDC would benefit from not having to pay a fee to the City.
I 4. The lot the City would create would have been located by the water tower, which is not as
close to the park as the existing CDC lot. The location of the lot we use now would
provide much better access for park users.
I Park Dedication Agreement
Control Data Corporation, City Staff, and the Parks & Recreation Committee are all in
I agreement that CDC would fulfill park dedication requirements by providing a permanent
parking easement for 50-60 parking stalls. CDC has also indicated that they would dedicate an
I additional 100 foot strip of wooded property located west of the parking lot and east of our
existing trail. The details of the lease are as follows:
I 1. Provide the City with a permanent parking lease/easement. We would need about 50-60
parking stalls from 8:00 a.m. to 10:00 p.m. every day.
f'
I
