<br />------- ---- <br />w~8 I 'I <br />Purpose - Need for this Report .1 <br />BATC sponsored this report for several reasons: I <br />o There is a shortage in urban residential land in this Metro Region that I <br /> artificially escalates the cost of land <br />0 Shortages in the supply of urban residential land coupled Vvith the increase in I <br /> prices for this land, result in limited housing choices for our generation, our <br /> parents, our children, and our grandchildren I <br />o When available land and choices are limited, sustaining the environment also I <br /> becomes more challenging <br />o These limitations cost taxpayers increased dollars (current land use patterns I <br /> have placed in jeopardy an estimated $1.5 billion of taxpayers money) <br />o High development costs and limited choices increase sprawl I <br />Objectives of this Report -- <br />o To show the need to limit unnecessary urban sprawl (urban sprawl is the I <br /> random development ofunsewered large lots and the non-contiguous, leapfrog I <br /> development of sewered subdivisions that create physical and social barriers <br /> to the orderly and economical extension of urban services) <br />o To document the amount of available urban residential land in comparison to . <br /> that needed for the region's future population I <br />o To examine the relationship between land supply and the cost of housing I <br />o To analyze and illustrate the significant barriers that limit the region's g'rowth <br /> options and to share this information with the Metropolitan Council and others I <br /> working to guide the future shape of the region <br />o To provide information about the total contribution that housing makes to the I <br /> regional economy. -. <br /> Executive Summary <br /> . <br />
