<br />I' 2 <br /> 7113 <br />I <br />I- Guiding Principles <br />I BA TC believes that there are a number of guiding principles which should serve as the <br /> cornerstones of the regional growth management system: <br />I First, the region must strive to use its land resources and existing infrastrUcture <br /> efficiently, avoiding wasteful duplication wherever possible. <br />I Second, in order to provide an adequate supply of affordable housing for our growing <br />I population and to foster reinvestment in the core of the region, rnarket forces must be <br /> given primary consideration. If there isn't a solid market demand for the types, <br />I location and cost of housing to be built, no amount of subsidy will be able to <br /> produce a desirable regional system. <br />I Third, governmental regulations, from minimum lot and house sizes, park dedication, <br /> street standards, public facility exactions, and wetland, woodland and other <br />.. environmental protection requirements, all increase the amount of required land and the <br /> costs of housing construction. <br />I The fourth guiding principle is that an adequate and diverse housing stock is a <br /> prerequisite to the sustained economic prosperity of the region. Simply stated, if housing <br />. is not available for the area's diverse labor force, business growth, job creation, and a <br /> healthy regional economy \\il1 not be sustained. <br />I <br />I <br />I <br />I <br />I <br />~ <br /> Executive Summary <br />I <br />
