<br /> , <br /> .. ..., -- <br /> CITY OF ARDEN HILLS <br /> e MEMORANDUM <br /> DATE: July 12, 1996 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrato~ <br /> SUBJECT: Review of 1996 Street Improvement Project Process <br /> Background <br /> With the 1996 Street Improvement Projects now underway, I thought it would be appropriate to <br /> review the process followed in 1996 and in a follow-up discussion, the process proposed for <br /> 1997. The purpose of the review is to obtain any additional cOlnrnents the Council had regarding <br /> this process. <br /> 1996 Schedule <br /> -- The calendar and process used for 1996 was as follows: <br /> . Authorize Feasibility Study - November, 1995 <br /> . Hold Informational Meeting <br /> -e . Hold Public Hearings (preparation of plans and specifications) <br /> . On-Site Meetings with Residents <br /> . Residents Meeting at City Hall <br /> . Approve Plans and Specifications <br /> ~ . Review Proposed Assessments <br /> . Hold Assessment Hearing <br /> I . Begin Construction - June, 1996 <br /> I Working within a budget, two (2) alternate Street Improvement plans were proposed based on <br /> street condition and locations. Affected residents of Alternates I & II were sent letters with time <br /> and locations for an informational meeting, in regards to the possible 1996 improvements on <br /> I their streets. <br /> The City of Arden Hills held these meetings for each of the two alternates, explaining the <br /> I recommended process for each street and a rough idea of the costs. These meetings were <br /> attended by 20 to 30 people for each alternate. At the conclusion of the informational meeting it <br /> was determined that the Alternate II project had more support than Alternate 1. This lead the <br /> I City Council to set Alternate I aside for this year, and begin proceedings to start Alternate II in <br /> motion. <br /> I <br /> .- <br /> I <br />
