Metropolitan Council Growth Options <br />I Mr. Ringwald explained that the proposed resolution endorses the Association of Metropolitan <br /> Municipalities (AMM) policy on metropolitan gro'wth. He reviewed the growth projections and <br />I policy presented by the AMM which staff recommends be endorsed. <br /> Councilmember Malone updated the Council regarding AMM's position to not accept the <br />I Metropolitan Council's desire to restrain growth to current MUSA areas. <br /> Mayor Probst stated he would support a stronger response than the AMM's but will support it as <br />I presented because he believes it represents the issues and provides a good alternative. He <br /> commented on the negative impact to Arden Hills' infrastructure which is caused by development <br /> beyond the Metro area. <br />I MOTION: Malone moved and Aplikowski seconded a motion to adopt Resolution #96-46, <br /> Endorsing a Metropolitan Growth Policy and direct staff to forward it to both the <br />I Metropolitan COLIDcil and AMM. Motion carried unanimously (4-0). <br /> C. Oak Avenue Sanitary Sewer Improvement Project <br />.. <br /> Dwane Stafford, Public Works Supervisor, eXplained that the sanitary sewer lines which lay <br />I under streets scheduled for reconstruction were televised and it has been determined that the <br /> section under Oak Avenue has ten areas where the pipe has failed, Two of the areas are related <br /> to improper installation of service laterals and the others were probably caused by poor bedding <br />I in the pipe areas, <br /> Mr. Stafford advised the City Engineer has solicited bids for these repairs and the following two <br />I were received: Infratech Infrastructure Technologies, Inc. for $13,934, and Buchen <br /> Environmental Services, Inc. for $17,535. He explained they utilize different types of repairs. <br /> Infratech uses a repair link which uses a foam backed stainless steel pipe. Buchen uses a <br />I seamless tube of polyester yarns which is impregnated with resin. The pipe is inflated and held <br /> while the resins cure and become hard. Mr. Stafford advised the stainless steel repair is less <br />I costly but the Public Works Department is reluctant to place metal into that type of environment <br /> and supports the resin type of repair since it is thinner and the City is able to continue to use the <br /> same types of cleaning tools. Mr. Stafford showed samples of the two types of pipes and <br />I explained the differences involved in the maintenance. He advised that staffrecommends <br /> Buchen Environmental Services be hired to conduct the repair using polyester pipes even though <br /> it is more expensive. <br />I <br />,. <br />I <br />
