--------
DRAFT ~ 'I
ARDEN HILLS CITY COUNCIL - AUGUST 12. 1996 2 .1
MOTION: Hicks moved and Aplikowski seconded a motion to approve the Consent Calendar
as presented and authorize execution of all necessary documents contained I
therein. The motion carried unanimously (4-0).
PUBLIC COMMENTS I
Mayor Probst invited the audience to address the Council on any issue not already on the agenda. I
There were no public comments.
UNFINISHED AND NEW BUSINESS I
A. Authorize Preparation of RFP for Architectural Services and Mailing List
Brian Fritsinger, City Administrator, explained the Council previously requested qualifications I
from architectural firms and the City received 13 responses which were reviewed and discussed I
with the Council. In review of those qualifications, staff recommends the Council authorize the
preparation of the Request for Proposal, and to solicit proposals from five architectural firms.
Mr. Fritsinger commented on the solid background of these firms with municipal, county, or fire I
department related projects, several with a strong background in the use of creative proposals.
He noted the draft request for proposal format and, in particular, the scope of services, time line,
and project budget. .
Councilmember Hicks commented on the time schedule and inquired if the September 13th
deadline will provide adequate time for preparation and submittal of the proposals. Mr. I
Fritsinger noted that one month time period should be adequate. Mayor Probst stated he does not
believe it will be a problem.
Councilmember Hicks asked if the size and not-to-exceed cost indicators will limit the design I
ability. Mr. Fritsinger agreed that limiting the outer extreme does removes some of the
creativity; however, it helps focus the architect on a specific budget target. I
Mayor Probst noted that if the budget were unreasonable it would limit, but he believes this is a I
reasonable cost estimate which will allow a first-class quality building of the size and scale as
being proposed.
Councilmember Aplikowski asked if having one design for two locations is an issue. Mr. .
Fritsinger explained this is not an issue since site determination will be completed prior to the
start of construction plans. He noted that the current Maintenance Building site would not need .
much site preparation, but this is not the case with the Arsenal site.
Mr. Fritsinger stated he believes site cost issues go beyond this scope. Mayor Probst agreed I
there will be utility and roadway costs to be considered and asked if a right-inlright-out only
movement is reasonable for consideration, -.
I
