I' DRAFT
1 ARDEN HILLS CITY COUNCIL - AUGUST 12.1996 3
,. MOTION: Hicks moved and Aplikowski seconded a motion to authorize the preparation of
Request for Proposals for Architectural Services and mailing list to Architectural
Alliance, BKPR & Associates, BWBR, KKE Architects, and WOLD Architects.
I The motion carried (3-0-1 - Probst).
B. Accept Bids on Dump Truck
I Dwayne Stafford, Public Works Superintendent, explained the Council is asked to approve the
purchase of a new dump truck cab and chassis from Boyer Ford in the amount of $51 ,504. The
I City received three bids, all of which were within $500. Mr. Stafford advised this bid did not
include all of the equipment for plowing which will be bid as a separate component in the near
I future. He stated the trucks were road tested by all staff who unanimously agreed the Ford truck
is better for the City's needs.
I Mr. Stafford explained the new dump truck will replace the 1987 Ford F-8000 truck which is not
scheduled for replacement until 1999 but has a history of maintenance and transmission
problems and is not strong enough to support a wing plow. A wing can be added to the new
I truck which will provide another eight-foot path and allow the City to clean streets quicker. Mr.
Stafford recommended the Council accept the low bid from Boyer Ford for $51,504 with the
understanding that staff will prepare specifications for the plowing equipment and bid this
Ie component in the near future.
Councilmember Hicks asked if the current plowing equipment will be sold with the 1987 Ford F-
I 8000 truck. Mr. Stafford indicated this is correct and reviewed the current mileage on the trucks.
Mayor Probst stated he was not aware of the maintenance problems with the 1987 truck and
I inquired regarding the extent ofrepairs. Terry Post, City Accountant, verified the transmission
repair cost history of this vehicle.
I MOTION: Hicks moved and Aplikowski seconded a motion to authorize the purchase of a
Ford Louisville Model 8513 dump truck from Boyer Ford in the amount of
I $51,504. The motion carried unanimously (4-0).
C. Appointment of Election Judges
I Mr. Fritsinger explained the Council is asked to appoint election judges for the September 10,
1996, State Primary Election. He advised staff is still recruiting election judges and also
I requested authorization for appointment of any additional judges which are found.
Mayor Probst asked if this is a required Council appointment. Mr. Fritsinger answered
I affirmatively and explained staff is in the process of identifYing party affiliations which may
impact who is appointed.
