CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I DATE: September 13, 1996 <br /> I TO: M'y,,..d Ci~ C,..", fij) <br /> I FROM: Brian Fritsinger, City Administrat . <br /> SUBJECT: Highway 96 Reconstruction Update <br /> I Background <br /> Ramsey Council, and its consulting engineers, have been evaluating the options for <br /> I reconstruction of Highway 96, As part of this evaluation, the County recently completed its <br /> analysis of storm water needs and is in the process of completing required environmental studies, <br /> I The County has determined, as a result of this analysis, that several design problems are present <br /> on the Arden Hills segments of this project. Those issues are: <br /> I 1. Pollution <br /> The initial proposal for reconstruction would have disturbed Round Lake, Any <br /> II construction in this area has been found to disturb existing contaminated soils in <br /> the lake, The County needs to evaluate the ramifications of removing this soil, or <br /> relocating the road bed to the north, A relocation of the road to the north would <br /> I cause the acquisition and relocation of a number of the residential units in Arden <br /> Manor (12 - 17 units), <br /> I 2. Storm water Run-off Storage Sites <br /> The County has identified several sites which may be problematic for other <br /> development projects. The first is on the west side of Ham line Avenue on <br /> I TCAAP, The second is on the Indycavitz property, <br /> 3. Noise <br /> I The traffic volumes on Highway 96 exceed noise standards in the area adjacent to <br /> Arden Manor, The County is evaluating solutions to mitigateJhis problem, <br /> I including sound walls, <br /> Requested Action <br /> I The County will be in attendance to present these issues and review the current status ofthe <br /> Highway #96 project. The ramifications of these issues, and the techniques used to resolve them <br /> may result in a delay of the Arden Hills portion of this project. <br /> I <br />
