As of that date, there was no parking lot on <br /> the LJVFD property, no building permit had been applied for or was posted, nor was there any reason <br /> to consider that any use would be made of the property that was in variance to the special use permit <br /> I or the Zoning Ordinances. Had anv of these conditions chang-ed prior to my buying- the propertv. I <br /> would most probablv not have purchased the residence and land. <br /> I During the week of June 17, 1996, I made time to introduce myself to a number of my neighbors, <br /> including telephoning the deputy fire chief to introduce myself as the "backyard neighbor" to the east. <br /> During the conversation, the fire chief advised me that LJVFD <br /> I a) Intended to build a parking lot <br /> b) Had received all the necessary approvals for the parking lot** <br /> .. c) Had no interest in purchasing any of my land and <br /> I d) No substantive discussion developed concerning an easement <br /> Imagine my surprise upon returning to my home a few weeks later. One of my new neighbors urged <br /> I me to take a look at the just-built parking lot and to note that construction debris and branches had <br /> been left on my property. I tried to contact the fire chief. When I couldn't reach him, I left a voice mail <br /> advising him that: <br /> I a) The debris and branches should be moved <br /> I b) The parking lot was very close to my property line and asked that he call back <br /> (see attachment 2-7 and 2-8) <br /> I *Over the next 60 days, I received unsolicited expressions of interest in the property <br /> I from several Arden Hills residents, developers, and Realtors thus confirming my investment. <br /> based/investment-backed expectations. <br /> I ** ince I knew all the re trictions on the L VFD land in the residential area and since <br /> the fire chief advised that all the necessarv aporovals had been received.
