<br />1-'<<1 I <br /> I <br /> PROCESS ISSUES .. <br />This meeting and its attendant taxpayer costs could easily have been avoided if: <br />LJVFD had: . Read the Special Use provisions under which they operate I <br /> . Read the Zoning Ordinances <br /> . Quizzed their engineering and contractor about these issues I <br /> . Given serious consideration to alternate ways to meet their parking <br /> needs, particularly in attempting to find a solution which would not <br /> cost taxpayers $ 17,000+ I <br /> . Incorporated the need for a parking lot in their 5 year capital <br /> expenditure plan I <br /> . Incorporated the need for a parking lot in their 1996 budget <br /> [each of the last two items would have given the city the opportunity <br /> to be aware of the expenditure prior to its being made] I <br /> . Discussed their interest in a parking lot with City Officials prior to <br /> putting it in the ground I <br /> . Called a meeting of interested homeowners to discuss the <br /> implications of building the parking lot, the reasons for wanting it, <br /> the attendant costs, and their plans for landscaping, fencing, and .. <br /> lighting it (each of which represent additional costs) <br />EnlZineers/Contractors had: I <br /> . Complied with existing ordinances <br /> . Applied for a building permit I <br /> . Considered possible conflict of interest issues and discussed them <br /> with LJVFD and the city I <br />Property Owner had: <br /> . Not relied on fire chiefs statement of having received all approvals I <br /> and asked to see plans for the parking lot prior to its being installed I <br />In brief, in this situation, a large number of process steps were either unknown to the involved <br />parties, were ignored, or were deliberately avoided. At this point, the issue is not who did what, but I <br />rather if and how corrective actions will be taken. It is for that reason that I respectfully request the <br />Planning Council to a) deny the special use permit and variances, b) require the LJVFD to remove <br />the parking lot and c) restore the area to its original condition. In addition, in conformance with the I <br />existing Zoning Ordinance, I further request that LJVFD be required to d) install property line .. <br />fencing at the rear of my property (their eastern boundary) and e) landscape the boundary as required. <br /> Arden Hills Planning Commission Meeting, September 4, 1996. page 16 I <br />
