CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I DATE: September 27, 1996 <br /> I TO: Brian Fritsinger, City Administrator <br /> Dwayne Stafford, Public Works Superintendent pS, <br /> I FROM: <br /> SUBJECT: Highway 96 Design Alternates <br /> I Backl!round <br /> The Highway 96 Design Concept approved earlier showed the reconstructed roadway laying in <br /> I its original location with the addition of a service road on the south side of the highway. This <br /> service road would have connected Round Lake Road with Old Highway IO and have one <br /> common access to Highway 96, directly across from an Arden Manor access. <br /> I Environmental Assessment Worksheet <br /> I During the Environmental Assessment Study Ramsey County has learned that it may be time and <br /> cost prohibitive to encroach into the Round Lake Wetland area with a service road. The U.S. <br /> Fish and Wildlife department, the Department of Natural Resources and Representatives of the <br /> Ie Department of Army believe that the Round Lake contamination problems pose no immediate <br /> threat to the environment, if left undisturbed. It is the belief of those agencies that the <br /> contaminates have settled down into the lake bed and, if left undisturbed, won't get into the water <br /> I table. <br /> Clean Up <br /> I Neither the County nor the City know of any plan in the future to clean up Round Lake. The <br /> Army seems to have a wait and see what happens attitude and the County and City could not <br /> afford to get involved in a clean up project. Mr. Tolaas has contacted Mr. Fix from the Army, <br /> I who indicates there is no known contamination of the Arden Manor soils, however the water <br /> table below shows some contamination. <br /> I Options <br /> One of the options brought up by the County at the September 16 Worksession is to shift the <br /> I alignment of the roadway farther to the north to make room for a service road in the approximate <br /> location of what is now the east bound lane. This shift in alignment would necessitate the <br /> relocation of approximately 17 Mobile Homes in Arden Manor Mobile Home Park. This would <br /> I be done at 100 percent cost to Ramsey County. Also, if this shift to the north were to take place <br /> a new bridge would be needed at 35W. <br /> I <br /> " <br /> I <br />
