.
The County has also looked at several other options, but has concerns about each of these. One ..
option would be to cul-de-sac Old Highway 10 just south of Highway 96. The entrance to
Highway 96 from Old Highway 10, is currently too close to New Highway 10 for proper spacing,
In this option Round Lake Road's access would have to be moved to the east as far as possible .
without encroaching into the Round Lake Wetland area.
The only other viable option would be to try and seal off the area of Round Lake impacted by .
placing the service road in its originally planned location and clean up only that area. Mr.
Tolaas, however, is skeptical of this idea as the costs of just the service road area clean up could .
go into the millions.
He has also expressed concern that if the lake contamination was determined to have been stirred I
up trying to isolate the service road area, the County would end up responsible for cleaning the
entire lake. Mr. Tolaas has indicated this option could delay this segment of reconstruction 2-5
years in the most optimistic situation. In the worse case it could be delayed longer and any I
portion of the Highway 96 project not contracted out by the year 2005, will loose all turn back
funding.
Informational Meetin!! .
An informational meeting was held on September 25, 1996. All affected residents were invited
and most attended. Mr. Tolaas gave a brief background of the original concept and explained the .
problems with the Round Lake issue. The option of moving the alignment to the north was
presented and a question and answer session followed, with Mr. Tolaas and Mr. Fritsinger
fielding questions, Most of the questions were about the relocation program and how it would ..
help them.
Recommendation ,
The County recommends that the Arden Hills City Council consider the option of shifting the
current highway alignment north, in order to allow a service road to be constructed on the south .
side of the highway without the need to disturb any contaminated Wetland area. This service
road would attempt to connect Round Lake Road and Old Highway 10 as originally planned and
have one common access across from an Arden Manor access to Highway 96, I
.
.
I
.
..
1
!
