<br /> J <br /> I CITY OF ARDEN HILLS <br /> I MEMORANDUM <br /> I J <br /> DATE: September 26, 1996 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administra@ <br /> SUBJECT: Consideration of Quad Ice Arena Participation <br /> Request <br /> I The City Council is being asked by the Minnesota Amateur Sports Commission (MASC) and the <br /> Mounds View/lrondale Youth Hockey Associations to consider a resolution that would approve <br /> the City's participation in the financing, construction, and operation of a four-sheet ice facility at <br /> . the National Sports Center in Blaine, Minnesota. The resolution is necessary by October 1, 1996 <br /> to indicate the City's intent to participate in the project so that the MASC can seek $500,000 in <br /> Mighty Duck grant funding for the project. <br /> I <br /> Background <br /> During the last several months, representatives of the Cities of Arden Hills, Mounds View, New <br /> I Brighton and Shoreview have been meeting with representatives of several other communities, <br /> youth hockey associations and the MASC to discuss the potential development of a four-sheet <br /> ice complex at the National Sports Center in Blaine. Both the Mounds View and lrondale Youth <br /> ~ Hockey Associations have identified a critical need for additional ice time. See attachments for <br /> information discussing the growing need for additional ice time. <br /> What is the Proposal? <br /> Under this proposal, the MASC would build and operate a four-sheet ice complex at the National <br /> , Sports Center site in Blaine. The total cost of the project is currently estimated at $9,500,000. <br /> I <br /> The initial capital cost would be financed by a $500,000 down payment from each of the <br /> I communities, a $500,000 State Mighty Ducks grant, and the issuance of bonds by Anoka <br /> County. <br /> . The debt service and annual operating costs for the facility would be paid by a guarantee from <br /> each ofthe four communities and the MASC to purchase 2,080 hours of ice time at $125 per <br /> hour for a period of twenty-five (25) years. The four communities who have been asked to <br /> participate are Blaine, Coon Rapids, Brooklyn Park, and a consortium of Arden Hills, Mounds <br /> View, New Brighton and Shoreview. To date, the Blaine, Coon Rapids, Mounds View, New <br /> Brighton and Shoreview City Councils have approved the resolution authorizing their <br /> participation in the project. Brooklyn Park was the fourth community considering participation. <br /> However, at their September 23, 1996 meeting, the Council unanimously approved a motion in <br /> support of constructing their own sheet of ice in Brooklyn Park. <br /> rJ <br />
