MEMORANDUM <br /> I DATE: September 30,1996 <br /> TO: Mayor and City Council <br /> I FROM: Kw', Ri'gw.ld, C.mm""'~ Dw.I'pm,,' Di"""~ <br /> I SUBJECT: Planning Cases, September of 1996 <br /> The following is a brief review of the requests and the recommendations of the Planning <br /> I Commission, Previously, the Staff provided the City Council with the Planning Reports for <br /> these cases and the minutes from the September 4, 1996 Planning Commission meeting. <br /> I Case #96-18. Special Use Permit Amendment and Variance <br /> Lake Johanna Fire Department. 3246 New Brighton Road <br /> I A. Request. The applicant is requesting approval of an after-the-fact Special Use Permit <br /> (SUP) amendment to allow for a 20 space parking lot to the rear of the existing Lake <br /> -. Johanna Fire Department (LJFD) building (Exhibit A). The applicant is also requesting a <br /> variances from the required driveway width and the minimum parking lot setback <br /> requirement from adjacent residential uses, <br /> I B, Background. The LJFD Fire Station No. I received an SUP in 1986 from the City in <br /> Planning Case 86-34. The SUP is predicated on three conditions. Those conditions are: <br /> I I. The site and building shall be used only for a three-bay fire station and for <br /> associated office, training and social functions; <br /> I 2. Use of the site and building for meeting and training functions shall be limited to <br /> activities and programs related directly to Permittee; <br /> , Use of the meeting facility for social functions shall be subject to conditions of <br /> J. <br /> I use as defined by the documentation filed by Permittee in connection with Case <br /> No. 86-34; and <br /> I 4. The lighting and landscaping installed on the subject premises shall conform to <br /> the lighting and landscaping plans filed by the Permittee in connection \\ith Case <br /> No. 86-34. <br /> I The parking lot (lower level) which the applicant is requesting approval for is already <br /> constructed. The parking lot was constructed without City approvals (SUP and building <br /> I permit), Rice Creek Watershed District (RCWD) permit (authorized, but not issued), and <br /> without first obtaining underground locates from Gopher State One Call. The Staff met <br /> t' with representatives ofLJFD in August of 1995 to initially discuss the project and to <br /> I <br />
