The applicant is requesting approval of a site plan to facilitate the construction <br /> of a 154,237 square foot industrial building on a 11.45 acre parcel zoned Gateway <br /> I Business (Exhibit F). The applicant is also requesting approval of variances for alternate <br /> exterior building materials and to allow for 20 percent of the building to be in office uses, <br /> rather than the required 25 percent. Lastly, the applicant is requesting approval of the <br /> I vacation of a sanitary sewer easement which encumbers a portion of the property. <br /> B. Background. The Gateway Business (GB) zoning district was adopted in 1988, after a <br /> I lengthy study by the Planning Commission. The Planning Study For NE 1-694/l-35W <br /> was the basis for the zoning district which was adopted. The property within the GB <br /> district was viewed upon at that time as being the last major undeveloped parcel in the <br /> I City and its most visible, Consequently, it represented an opportunity to maximize the <br /> return of the City's invested assets and enhance the image of the City as a fine place to <br /> live and work, <br /> I The Zoning Ordinance in Section V, D, 9, states that the purpose of the Gateway <br /> Ie Business zoning district is as follows: <br /> 1. To implement that part of Arden Hills Comprehensive Development Plan known <br /> , as the l-694/I-35W Plan; <br /> I 2, To promote high quality, unified, large scale development in a manner similar to a <br /> planned unit development; <br /> I , To take full advantage of the site's location as documented and described in the 1- <br /> .). <br /> 694/l-35W Plan; <br /> 4. To allow only development that will create an attractive environment and a <br /> I positive image for this site which is one of the most visible in the community and <br /> represents the City's last major development site; <br /> 5. To protect the site's environmental resources; <br /> I 6. To promote flexibility in land uses and development standards to achieve the <br /> objectives of the 1-694/1-35W Plan; and <br /> I 7. To allow development that will insure reasonable traffic operation on the internal <br /> and surrounding transportation systems. <br /> I C. Planning Commission Recommendation. The Planning Commission on September 4, <br /> 1996 recommended approval of Planning Case #96-12, Site Plan, Variances (Exterior <br /> Building Material and 20% office), and utility easement vacation (sanitary sewer), subject <br /> I to the following conditions: <br /> it 1.
