The Gateway Business (GB) zoning district was adopted in 1988, after a
I lengthy study by the Planning Commission. The Planning Study For NE 1-694/l-35W
was the basis for the zoning district which was adopted. The property within the GB
district was viewed upon at that time as being the last major undeveloped parcel in the
I City and its most visible, Consequently, it represented an opportunity to maximize the
return of the City's invested assets and enhance the image of the City as a fine place to
live and work,
I The Zoning Ordinance in Section V, D, 9, states that the purpose of the Gateway
Ie Business zoning district is as follows:
1. To implement that part of Arden Hills Comprehensive Development Plan known
, as the l-694/I-35W Plan;
I 2, To promote high quality, unified, large scale development in a manner similar to a
planned unit development;
I , To take full advantage of the site's location as documented and described in the 1-
.).
694/l-35W Plan;
4. To allow only development that will create an attractive environment and a
I positive image for this site which is one of the most visible in the community and
represents the City's last major development site;
5. To protect the site's environmental resources;
I 6. To promote flexibility in land uses and development standards to achieve the
objectives of the 1-694/1-35W Plan; and
I 7. To allow development that will insure reasonable traffic operation on the internal
and surrounding transportation systems.
I C. Planning Commission Recommendation. The Planning Commission on September 4,
1996 recommended approval of Planning Case #96-12, Site Plan, Variances (Exterior
Building Material and 20% office), and utility easement vacation (sanitary sewer), subject
I to the following conditions:
it 1.
