MEMORANDUM <br /> DATE: October 23, 1996 <br /> I TO: Mayor and City Council <br /> I FROM: Brian Fritsinger, City Administrat@ <br /> SUBJECT: Building Inspection Services - 1997 <br /> I Request <br /> I The Council is asked to consider the creation of a permanent full-time Building Inspector <br /> position. <br /> I Background <br /> The City first considered the creation of this position as part of the preliminary 1997 Budget <br /> preparation process, and most recently at its October 21, 1996 Council Worksession meeting. <br /> I The Council expressed support for the creation of this position during both of these discussions. <br /> Job Duties <br /> Ie The attached job description details the job duties of the position. The primary objective of the <br /> position is to administer, interpret and enforce compliance with established building codes and <br /> I zoning ordinances and regulations to promote the health, safety, property rights, and welfare of <br /> the public. <br /> I Imnact on Current Service Providers <br /> The City currently contracts with two individuals who provide the duties which will be the <br /> responsibility of this position. David W. Kriesel, Inc, is contracted with annually and performs <br /> I building, plumbing and code enforcement activities. Gene Palmy is contracted with annually to <br /> provide heating inspections. The City, as part of the contract with Mr. Kriesel, is required to <br /> give a 60-day notice before terminating service. <br /> I What is the Current Cost for thcse Services? <br /> The City is estimating that expenditures for contract protective inspection services will be <br /> I $104,000 in 1996, of which: $70,000 will be paid to Mr. Kriesel and $25,000 to Gene Pakoy. <br /> The remainder is for electrical services. <br /> I What is the Estimated Cost for the New Position? <br /> The estimated salary range is $32,000 - $43,000. The estimated first-year compensation package <br /> I would be $44,000 ($36,000 - salary, $2754 - FICA, $1,613 - PERA and $3,720 - Insurance). <br /> There will also be some mileage reimbursement above and beyond what the City paid with the <br /> f' current inspectors. <br /> I <br />
