<br />I <br />~ SCOPE <br /> The City of Arden Hills uses a comprehensive Pavement Management Program (PMP) under <br /> which all streets were rerated in 1995. The City uses the American Public Works Association's <br />I (APW A) MicroP AVER software to reduce field data into a pavement condition index (PCI) rating <br /> on a scale from 1 to 100. Streets are then selected for maintenance, rehabilitation, or <br /> reconstruction based upon the PCI rating, Department of Public Works' history of maintenance, <br />I field observations, and engineering judgement. The tables shown above present streets proposed <br /> for inclusion in the 1997 Street Reconstruction and Maintenance Improvements. <br />I This preliminary report was completed to analyze the feasibility of upgrading the current condition <br /> of numerous streets within the City of Arden Hills. This feasibility study will briefly outline the <br /> existing conditions of each street through the use of the PCI values, proposed improvements, and <br />. estimated project costs. The total project costs consist of estimated construction and overhead <br /> costs, including City administration, engineering, and legal expenses. These overhead expenses <br /> are estimated at 30 % of the construction cost, as outlined by the City of Arden Hills' assessment <br />. policy. This report will also address the proposed method of financing (as outlined in the City's <br /> assessment policy) and a preliminary schedule to complete both the street maintenance and the <br />. overlayment/reconstruction projects during the 1997 construction season. <br /> In an effort to prioritize street reconstruction, public opinion from potentially affected residents <br />.. will be solicited in addition to City staff and engineering input. For this reason, an informational <br /> meeting is proposed early in the project process to gather all pertinent information prior to <br /> actually initiating the formal project design. More detailed information regarding subsurface <br />. soils, utilities, and specific drainage issues will be addressed in a follow-up report to the City <br /> Council after the informational meeting. The following section will outline the current conditions <br /> and recommended improvements of streets proposed for maintenance, rehabilitation, or <br />. reconstruction. <br /> EXISTING CONDITIONS AND PROPOSED IMPROVEMENTS <br />. Pavement Management Program (PMP) <br />I All of the City's streets were rated in October and November of 1995 using MicroPA VER, a <br /> pavement management program developed by the U.S. Army Corps of Engineers. This program <br />I rates the streets based on 19 different types of distress and the level of severity of each one. The <br /> different types of distress include longitudinal and transverse cracking, alligator cracking, bumps, <br /> potholes, and weathering, among others. The data is collected in the field and entered into a <br />I computer program, which outputs a single numerical PCI rating (on a scale of 0 to 100) for each <br /> street. Based upon PCI values, streets are prioritized for various maintenance procedures or <br /> rehabilitation. Streets with PCI ratings of 0 to 60 are candidates for reconstruction. This can <br />I range from complete reconstruction to cold, in-place recycling (CIR) or bituminous reclamation, <br /> depending upon subsurface soil conditions. Streets with ratings in the 61 to 80 range are <br />, candidates for rehabilitation in the form of a milling operation, followed by crack filling and the <br /> installation of a I'/2-inch bituminous overlay. Finally, streets rated above 80 are candidates for <br /> a crack fill and seal coat as a preventive maintenance procedure. <br />I FEAS-520.080 -4- 52fJ.-080-10 <br />
