<br />I <br />.. The pcr report for all the streets in Arden Hills is included as Appendix A. To facilitate the use <br /> of the pavement management system, the streets were organized into five zones based upon their <br />I geographic proximity to one another. These zones are divided by the major highways passing <br /> through Arden Hills. The pavement management zones are presented in Exhibit 2 and are <br /> bounded as follows: <br />I Zone Location <br />. 1 North of 1-694 and east of TH 10 <br /> 2 North of! -694 and west of TH 10 <br />. 3 North of the Soo Line Rail easement and south of r -694 <br /> and west of Snelling Avenue <br /> 4 South of the Soo Line Rail easement and west of State <br />. Highway 51 <br /> 5 East of State Highway 51 and south of 1-694, <br />. Zone 1 Street Improvements <br />. The proposed 1997 Street Improvements consist of upgrading streets primarily within Zone 1 of <br /> the City's pavement management program and two additional streets from Zone 4, as well as all <br />. necessary seal coating. Zone 1 includes the area generally northeast of Highway 10 and west of <br /> Lexington Avenue. The proposed work involves the reconstruction of Colleen Avenue, Colleen <br /> Circle, James Avenue, and approximately 150 feet of Norma Avenue at Colleen Avenue, The <br />I Zone 1 improvements also include the bituminous overIayment of various surrounding streets as <br /> shown in Exhibit 1. <br />I Colleen Avenue runs from McClung Drive to Hamline Avenue, while Colleen Circle, Norma <br /> A venue and James A venue all intersect with Colleen A venue. Colleen A venue and Colleen Circle <br /> had pcr ratings in 1995 of 58 and 59 respectively, indicating that bituminous overlay is no longer <br />. a cost-effective option for rehabilitation. The portion of Norma Avenue proposed for <br /> reconstruction is in similar condition to Colleen Avenue and is included in the PCI rating of 58 <br />I for Colleen Avenue. The streets consist of bituminous surface in moderate to poor condition, with <br /> extensive areas of light and moderate severity cracking. Colleen Avenue is 2,400 feet long and <br /> 33 feet wide. Colleen Circle is 205 feet long and 33 feet wide with an 88-foot diameter cuI-de- <br />I sac. The portion of Norma Avenue requiring reconstruction is 33 feet wide and about 150 feet <br /> long. All three streets have existing D418 surmountable concrete curb and gutter. All of these <br /> streets have existing 6O-foot right-of-way widths and the Colleen Circle cul-de-sac has a 60-foot <br />I radius for its right-of-way. <br /> James Avenue had a PCI of 37 in 1995, indicating structural failure. The street has extensive <br />I alligator cracking and patch areas. It is 625 feet long and 30 feet wide. It has D418 surmountable <br /> curb and gutter from Colleen A venue to 137 feet south of Colleen A venue and a bituminous berm <br />, through the remainder of the segment.
