Mr. Fritsinger commented on the need for EDA by-laws to <br />address how it operates. <br />Mayor Probst noted the Code indicates the Planning Commission "shall review" property I <br />purchases but this has not always been done with the purchase of park property, He asked that <br />this procedure be followed. I <br />Rather than the Code being silent on the issue of fire and police protection, Mayor Probst I <br />suggested it include identification on how that aspect is being handled (contracted). <br />Councilmember Malone stated while he understands the Mayor's comments, there is no statutory I <br />requirement to do either and it may be better to be silent due to liability issues. <br />With regard to Civil Defense, Mayor Probst suggested an emergency response procedure be I <br />detailed in the Code. <br />Councilmember Hicks stated he does not know when Council salaries was last revisited but it I <br />may be appropriate to direct staff to survey other cities of comparable size in the north metro area <br />to determine what their Council and Mayor salaries are. He noted that these are minimal <br />compensations but he believes it is important to revisit on a regular basis to assure the salaries J <br />are current. It was noted that this issue had been recently surveyed and discussed. <br />Councilmember Aplikowski suggested the Code be written to not identify the actual salary. I <br />Councilmember Malone stated he believes Statutes require the salary to be included. <br />Council member Malone agreed with Mayor Probst's suggestion to remove the fire department I <br />section as well as committees but to retain the section referencing the Planning Commission. <br />Councilmember Aplikowski asked if the term "acting mayor" in Section 210.03, subdivision 5c, I <br />could be substituted with "deputy mayor" throughout. She stated she believes "deputy mayor" is <br />easier to define. Councilmember Malone stated he supports "acting" since it is not meant to have I <br />a second-in-command connotation. <br />Councilmember Aplikowski pointed out two incorrect word usages to which Mr. Fritsinger I <br />indicated corrections will be made. <br />Discussion ensued regarding Ramsey County assistance with emergency preparedness and I <br />procedures.
