<br />I' .. <br />I ARDEN HILLS CITY COUNCIL - OCTOBER 28. 1996 7 <br />.. D. Resolution #96-64, Adopting and Confirming Special Assessments for Delinquent <br /> Utilities <br />I Mr. Fritsinger advised the Council is asked to adopt Resolution #96-64, certifying delinquent <br /> utilities which will allow the City to specially assess $15,613.08 in past-due utility bills and add <br />I an eight percent certification penalty. It was noted this represents 37 different customers. <br />I Mayor Probst noted this is the lowest amount of delinquent utilities to be specially assessed in <br /> the past .five years. <br />I Councilmember Aplikowski inquired why residents do not pay their utility bill and whether it <br /> was a form of protest. Terry Post, City Accountant, stated there may be three distinct categories <br /> of delinquent customers: 1) repeat customers who choose not ta pay since they know the City <br />I does not engage in water shutoff; 2) temporary financial difficulties; and, 3) large commercial <br /> accounts (e.g., apartments) which staff has made extra efforts to collect prior to delinquency <br /> status. <br />I MOTION: Malone moved and Keim seconded a motion ta adopt Resolution #96-64, <br /> Adopting and Confirming Special Assessments for Delinquent Utilities. The <br />Ie motion carried unanimously (5-0). <br /> ADMINISTRATOR COMMENTS <br />I Mr. Fritsinger advised the community survey has not yet been received but will be mailed to the <br /> Council as soon as it is available. He suggested the Council may wish to consider a question be <br />I drafted regarding the form af government for the City of Arden Hills (Optional A or Optional B). <br />I Mr. Fritsinger updated the Council that progress continues on the Quad Ice Arena at the National <br /> Sports Center in Blaine. Mayor Probst expressed concern regarding the Master Agreement and a <br /> number of issues which he has serious questions about. <br />I Councilmember Hicks concurred the draft agreement does not appear to layout those conditions <br /> in detail. Mr. Fritsinger clarified there are two additional agreements which provide greater <br />I detail. Mayor Probst noted that prior to final consideration, the Council needs ta have all <br /> documentation available for review to assure cohesiveness. <br />I Mr. Fritsinger noted the informational flyer relating to suspicious vehicles, which will be <br /> distributed to neighborhoods near Valentine Hills Elementary Schaol and Stowe Avenue, and <br /> requested Council's input prior to the scheduled distribution. <br />I Mr. Fritsinger updated the Council regarding staffs discussion with Arden Manor residents and <br />.. that Ramsey County has not followed through with providing residents requested information. <br /> He stated he will remind Ramsey County of the Council's request that they meet with these <br /> residents to answer their questions. <br />I <br />
