<br />Ii .. <br />I CITY OF ARDEN HILLS <br />.- MEMORANDUM <br />I DATE: November 12, 1996 <br /> TO: Mayor and City Council <br />I FROM: Kevin Ringwald, Community Development Director~ <br />I SUBJECT: Resolution 96-66, Metropolitan Livable Communities Act <br /> Reauest <br />I The City Council is requested to adopt Resolution #96-66 (Exhibit A) establishing goals related <br /> to the implementation of the Metropolitan Livable Communities Act (the Act) for the calendar <br />I year of 1997. <br /> Discussion <br />I Given, that no significant movement has occurred on the Twin Cities Army Ammunition Plant, <br /> the Staff will not be recommending any modifications to the goals or the action plan for calendar <br /> 1997. The general framework for the City's participation in the Act for 1996 is as follows: <br />.. 1. Given, that the City of Arden Hills south of Highway 96 is fully developed and that the <br /> potential for any meaningful number of new residential units lies with the development of <br />I land north of Highway 96, the Twin Cities Army Ammunition Plant (TCAAP). The <br /> City's participation in the Act is linked to the residential component of the redevelopment <br /> of TCAAP. Also, the goals that are to be established in the Act are to be directly linked <br />I to the creation of new residential units in TCAAP. As example, if the goals for <br /> affordability for Arden Hills is 50 percent, then 50 percent of the new residential units in <br />I TCAAP would be available for affordable units, However, this would not guarantee the <br /> creation of affordable units. <br />I 2. The City of Arden Hills Comprehensive Plan was adopted in 1982, A component of that <br /> plan was the Land Use Plan. The Arden Hills Task Force is completing its <br /> recommendations on revising the land use plan for TCAAP. These recommendations <br />I will ultimately be forwarded to the City for appropriate action. Also, the TCAAP Re- <br /> Utilization Committee, which was formed by Congressman Bruce Vento, has finalized its <br /> recommendations on a conceptual land use plan for TCAAP, and had forwarded them to <br />I the Congressman for appropriate action. The Arden Hills Task Force and the TCAAP <br /> Re-Utilization Committee have accomplished an incredible amount of consensus on the <br /> two respective land use plans. However, the existing Land Use Plan of the City is still <br />I the document in relationship to land use on TCAAP. Therefore, the existing land use <br /> plan is the document which will be used as a basis for participation in the Act, until a <br />.. revised land use plan for TCAAP is officially adopted. <br />I <br />
