Those alternatives included; sector analysis, sector analysis (except for Centerville <br />and Lino Lakes), cluster analysis, neighboring cities analysis, and a small developing I <br />cities analysis. These analyses are attached to this memorandum (Exhibit B). In <br />reviewing these five alternatives the City Council concluded that the small developing <br />cities analysis best currently fit the residential opportunities at TCAAP. The conclusion I <br />was based upon that the residential development opportunities at TCAAP are similar to <br />developing a new small city from the ground up. Therefore, it would be most appropriate <br />to use data from other small developing cities for comparison purposes.
