<br /> I <br /> , , <br /> The text of nonprocedural motions and amendments, other than motions to divide a policy statement, must be .1 <br /> submitted in writing to the presider prior to debate, <br /> I <br /> 4. Majority Required <br /> A) Amendments to language or division of proposed policy statements require a majority vote of the City I <br /> delegates voting on the motion. <br /> B) Final passage of any policy or amended policy requires a favorable vote of2/3 of the City delegates I <br /> voting on the policy. <br /> 5. Disputes I <br /> Disputes regarding eligibility to vote shall be referred to the LMC General Counsel and may be appealed to the I <br /> conference. Appeals from decisions of the general counsel shall be a special order of business and may be <br /> taken up at any time a new question (main motion) is in order. I <br /> 6. Limits on Debate <br /> Each speaker shall be limited to three minutes on any debatable question. The chair may extend the debate I <br /> limits in order to consider an issue if numerous delegates request to be heard on the issue. <br /> The chair may reduce the time allotted for debate in order to complete policy adoption, but in no case shall the .. <br /> length of time be reduced to less than three minutes per side. <br /> 7, Parliamentary Procedure I <br /> Precedence. The policy adoption process shall be governed by the LMC Constitution, these rules, and Roberts I <br /> Rules of Order, Revised, The conference shall be its own judge of these rules and Roberts Rules of Order. <br /> Appeal of the Chair. Debate of the motion "appeal of the ruling of the chair," rule #6 notwithstanding, shall be I <br /> limited to two minutes by the appealer and two minutes by the chair. Either may designate another eligible <br /> voting delegate (or LMC officer or board member) to speak in hisfher place.
