I <br /> " <br /> 8 Response: The federal, state, and county governments should: I <br /> 9 ensure that in redesigning, reinyenting or reassigning government services and programs <br /> . <br /> 10 that the appropriate level of service to citizens is evaluated and citizen demands and I <br /> 11 expectations are adequately addressed; I <br /> 12 . promote local efforts through incentives rather than mandates; <br /> 13 . communicate and establish a process of negotiation before shifting responsibility for -. <br /> 14 delivering services from one level of government to another or seeking to reduce service I <br /> 15 duplication; <br /> I <br /> 16 . transfer authority for use of revenues dedicated to such programs or provide appropriate <br /> 17 and adequate alternatives; I <br /> 18 . identify and repeal programs or discontinue services which are no longer necessary or I <br /> 19 which can readily and fairly be provided by the private sector; and <br /> 20 . employ existing government entities in redesign efforts rather than create new agencies or I <br /> 21 units.
