Unfunded Mandates <br /> I 14 Issue: The cost of federal and state mandated programs substitute the judgment of Congress <br /> I 15 and the President and the Legislature and the Governor for local budget priorities. These mandates <br /> 16 force cities to reduce funding for other basic services or to increase taxes and service charges. The <br /> I <br /> 17 passage by Congress of legislation restraining new federal mandates should help address the <br /> I 18 problem. but other steps are still necessary. <br /> I 19 Response: <br /> Existing unfunded mandates should be reviewed and modified or repealed where possible. <br /> 20 . <br /> ~I .
