Approval of Minutes The Council is asked to approve the Minutes of the October 28, 1996 Regular Council Meeting and the November 6,1996 SpeciaLCounci1 Meeting. 2. Consent Calendar a. Claims and Payroll The Council is asked to approve claims in the amount of $150,45459 and payroll . for the period most recently ended. The Council should note the following payments: $47,023 to MCES for November sewer charge; $18,794.89 to Valley Paving for release of retain age related to 1995 street improvements; $47,043 to Ramsey County for November Law Enforcement; and $5,248 to the LMC for 1997 membership dues. . 3. Unfinished and New Business . I a. Resolution #96-63. Electin~ to Participate in the Livable Communities Act The Council is asked to adopt Resolution #96-63, electing to participate in the Local Housing Incentives Account Program under the Metropolitan Livable I Communities Act This resolution is required if the City Council determines that its continued participation in the Livable Communities program is appropriate. One change is a requirement for the City to actually incur cost in this area during I 1997. This cost is negligible, however, and staff supports our continued involvement. I b. Resolution #96-66. Setting Goals for Participating in the Livable Communities Act I The Council is asked to adopt Resolution #96-66, setting the goals for participation in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act This resolution sets the actual goals for .. the City to participate in the Local Housing Incentives Account Program. There are no changes to the goals identified for 1997. I
