Approval of Minutes <br /> The Council is asked to approve the Minutes of the October 28, 1996 Regular Council <br /> Meeting and the November 6,1996 SpeciaLCounci1 Meeting. <br /> 2. Consent Calendar <br /> a. Claims and Payroll <br /> The Council is asked to approve claims in the amount of $150,45459 and payroll <br /> . for the period most recently ended. The Council should note the following <br /> payments: $47,023 to MCES for November sewer charge; $18,794.89 to Valley <br /> Paving for release of retain age related to 1995 street improvements; $47,043 to <br /> Ramsey County for November Law Enforcement; and $5,248 to the LMC for <br /> 1997 membership dues. <br />. 3. Unfinished and New Business <br />. <br />I a. Resolution #96-63. Electin~ to Participate in the Livable Communities Act <br /> The Council is asked to adopt Resolution #96-63, electing to participate in the <br /> Local Housing Incentives Account Program under the Metropolitan Livable <br />I Communities Act This resolution is required if the City Council determines that <br /> its continued participation in the Livable Communities program is appropriate. <br /> One change is a requirement for the City to actually incur cost in this area during <br />I 1997. This cost is negligible, however, and staff supports our continued <br /> involvement. <br />I b. Resolution #96-66. Setting Goals for Participating in the Livable <br /> Communities Act <br />I The Council is asked to adopt Resolution #96-66, setting the goals for <br /> participation in the Local Housing Incentives Account Program under the <br /> Metropolitan Livable Communities Act This resolution sets the actual goals for <br />.. the City to participate in the Local Housing Incentives Account Program. There <br /> are no changes to the goals identified for 1997. <br />I <br />
