I
'. INTRODUCTION
This feasibility study was prepared for the City of Arden Hills to address the 1997 Street and
I Utility Improvements Project, as authorized by City Council resolution adopted at the September
I 30, 1996, City Council meeting. The feasibility study addresses the complete reconstruction,
bituminous pavement rehabilitation, or routine maintenance (seal coating) of various streets within
the City. The report is a preliminary investigation into the maintenance and reconstruction of
I various streets within Arden Hills, as outlined in the City's pavement management program.
Those streets proposed for reconstruction, rehabilitation, or seal coat maintenance are presented
below and shown in Exhibit 1.
I The streets were selected for their respective improvements based upon a combination of issues.
Those include the street's Pavement Condition Index (PCI), estimated costs of improvements, City
I funds available, and, for the streets selected for rehabilitationJreconstruction, the relative
geographic proximity to one another. Based upon the City's street improvements planning
process, information about streets selected for improvements will be presented to the public in a
I meeting in December as part of an informational gathering process. The results of that meeting
will be incorporated into the project plans and presented to the City Council in a formal public
I hearing, as required under Minnesota Statute 429, regarding the implementation of public
improvements.
Ie Routine Maintenance
I Street From To Length (ft.)
Seal Coat
I County Road F Hamline A venue Lexington Avenue 2,722
North Snelling Avenue TH 96 Briarknoll Drive 2,900
I West Round Lake Road TH 96 14th Street 2,536
Indian Oaks Trail Hamline Avenue Cul-de-sac 1,083
I Brueberry Lane Old Highway 10 Parkshore Drive 623
Parkshore Drive Old Highway 10 Cul-de-sac 575
I Valentine Avenue County Road F Old Highway 10 1,140
Valentine Crest Road Valentine Avenue Cul-de-sac 800
Skiles Lane Arden Place Snelling Avenue 930
I Carlton Drive Tiller Lane Tiller Lane 1,535
I
,.
I FEAS-520.080 -1- 520-080-10
