Previously, the Staff provided the City Council with the Planning Reports for <br /> these cases and the minutes from the November 6, 1996 Planning Commission meeting. <br /> I Case #96-22. Planned Unit Development Amendment <br /> Northwestern College. 3003 Snelling Avenue North <br /> I A. Request. The applicant requests approval of an amendment to their Planned Unit <br /> Development (PUD) for Northwestern College by changing the Full-Time Equivalent <br /> .. (FTE) student emollment on Campus from 1250 to 1600 (Exhibit A), <br /> B. Background. The City Council on June 24. 1991 approved the PUD Concept Plan for <br /> I Northwestern College with the condition that the maximum full-time equivalent student <br /> emollment be limited to 1,250 and directed the City Attorney to draft a Zoning Ordinance <br /> Amendment that would allow colleges in the R-I District under the PUD regulations. Such <br /> I an ordinance amendment was subsequently adopted on October IS, 1991, at which time the <br /> PUD approval became effective. The PUD Concept Plan included: <br /> . 1. A summary of past emollment and a prediction for future emollment; <br /> 2. Location of existing buildings and buildings anticipated in the short and long range <br /> future; <br /> I 3. A Land Use Plan for the campus; and <br /> 4. A parking and traffic plan. <br /> , The intention of the PUD Concept Plan is to establish the long range vision for the campus <br /> including site plan configuration (so that the city can be assured that all buildings <br /> proposed for construction in the foreseeable future will fit into a well conceived campus <br /> I plan), parking and circulation needs, traffic impact and the number of students shown as <br /> full-time equivalents (The term "Full-time equivalents is the number of full-time students <br /> plus the total number of credits taken by part-time students divided by 12.). <br /> I The applicant states that there are no site plan changes or new structures involved in this <br /> .. application or caused as a result of this application - only a change in the maximum full- <br /> time equivalent students. <br /> I <br />
