The Planning Commission on November 6, I <br /> 1996 recommended approval of Planning Case #96-22, Planned Unit Development ., <br /> (PUD) Amendment, subject to the following conditions: <br /> 1. Modification of the student enrollment Full Time Equivalency (FTE) allowed at <br /> Northwestern College, such that the enrollment shall not exceed 1,425 FTE within I <br /> the next five (5) years and 1,600 FTE within the next ten (10) years. <br /> 2. Establishment of a review period of five (5) years to review general activity on . <br /> campus. These reviews would look at issues such as enrollment trends, any short or <br /> long range changes in the site plan or building additions. The first of such reviews <br /> would occur five (5) years from the date of approval of this action, unless , <br /> Northwestern College proposes an amendment to the PUD before that date. <br /> Amendments to the PUD will still require Public Hearings whether or not they <br /> occur at the same time as the regular five-year review. I <br /> , Modifications to the Roseville portion of the campus also be submitted to Arden <br /> ~. <br /> Hills for the purpose of keeping the case file current and having the opportunity of I <br /> responding to proposals. Similarly, proposals for action by Arden Hills will be <br /> submitted to Roseville for review and comment. <br /> D. Updates. Lastly, during the public hearing several speakers referenced either I <br /> inconsistencies in the physical plan in Roseville (tennis courts, parking lots), minor <br /> nuisances (lighting), or housekeeping (refuse) issues. .. <br /> The Master Plan has been modifIed to show the tennis courts in Roseville as being at , <br /> least 100 feet from the property line (Exhibit B). <br /> The exterior security lights to the rear of the Gymnasium have been readjusted (on I <br /> December 4, 1996) so that they point downward, rather than at the neighboring <br /> residential area. <br /> The President of Northwestern College (Don Erickson) made a commitment to the I <br /> Planning Commission to address the housekeeping (refuse) issues brought to the attention <br /> of the Planning Commission by Commissioner Larson (Exhibit C). The Staff visited the I <br /> site on Monday, December 2, 1996. The college has removed substantial amounts of <br /> refuse (three 40 foot long dumpsters) from the site which was identified by <br /> Commissioner Larson. There still exists some exterior materials, however, those I <br /> materials are not refuse but are materials which are used by the college (ie., lawn mower <br /> trailers, street sweeper, back hoe, fire wood, metal pipe, and a watering container). These <br /> materials were neatly arranged adjacent to the building (ie., Power Plant). There does not I <br /> exist suffIcient room in the building to store these materials inside. However, <br /> Northwestern College is supportive of exploring ways to either screen or house these I <br /> needed materials. <br /> .. <br /> I <br />
