MEMORANDUM <br /> DATE: December 13, 1996 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrato@ <br /> ~ SUBJECT: <br /> Committee Restructure <br /> Background <br /> On several occasions, staff has been asked to comment on the potential restructuring to the <br /> existing Arden Hills Advisory Committees. I'd like to clarifY the position of staff as the City <br /> Council debates and considers changes which should better serve the citizens of Arden Hills. <br /> - <br /> Staff is supportive of changes and/or clarification to the existing Advisory Committee structure. <br /> - This support is based on our desire to encourage the committees to be focused on the prioritized <br /> goals of the community and where the committees and staff can work together to provide the <br /> City Council with well-informed recommendations. <br /> - . There are five items which appear to be most critical to defining the committee structure. Those <br /> items are; priorities, staff role, Council role, committee labels/names, and deadlines. <br /> -. Priorities <br /> This is the most critical element of creating new or restructuring the current committees. The <br /> committees need to be established in such a manner that they are working on those items <br /> - prioritized by the City Council each year. <br /> - The committees would receive those priorities, goals and tasks from the City Council each year. <br /> These priorities have been evaluated both from a budgetary and available staff time perspective. <br /> - These would impact the number of committees/task forces or sub-committees created each year. <br /> Staff Role <br /> Members of the Council continue to debate the role of staff with the committees. To function <br /> -, consistently and effectively, each committee needs to understand the role of staff. This role <br /> could be: <br /> - 1. Staff prepares agenda, completes all work, and utilizes the committees as a review <br /> board in preparing items for Council action. <br /> . <br />
