(b) The court may either order the dog destroyed in a humane <br /> manner; or order the owner to remove it from the City; or order the <br /> owner to keep it confined to a designated place. If the owner <br /> violates such order, any police officer or local animal control <br /> officer may impound the dog and comply with the court order. <br /> SEC. 5.5-8. MUZZLING PROCLAMATION BY MAYOR. Whenever the <br /> prevalence of rabies renders such action necessary to protect the <br /> public health and safety, the Mayor shall issue a proclamation <br /> ordering every dog owner to confine the dog on the owners premises <br /> unless it lS muzzled so that it cannot bite. No person shall <br /> violate such proclamation, and any unmuzzled dog running at large <br /> during the time fixed in the proclamation shall be impounded and <br /> humanely_destroyed by the police or local animal control officer <br /> without notice to the owner. <br /> (Ord. No. 198 15, 6-27-77) <br /> SEC. 5.5-9. QUARANTINE OF ANIMAL WHICH HAS BITTEN A PERSON; <br /> DESTRUCTION OF RABID ANIMALS. <br /> (a) Any dog or cat that has bitten a person and caused an <br /> . abrasion or puncture of the skin shall immediately be <br /> quarantined for a minimum of ten(10) days. Such an <br /> animal shall be confined by the owner or other <br /> responsible person as required by the local animal <br /> control agency. When the dog or animal is quarantined as <br /> stated above, it shall be at the owner1s expense. A <br /> quarantine report must be completed by the local animal <br /> control agency or licensed veternarian which must at the <br /> end of the quarantine period detail the disposition of <br /> the dog. Stray animals that have bitten a person shall <br /> be quarantined through the local animal control agency. <br /> Dogs that are involved in two (2) or more bites are <br /> subject to section 5.5-7. <br /> (b) No law enforcement officer or other person shall kill, or <br /> cause to be killed, any domestic animal suspected of <br /> being rabid, except after the domestic animal has been <br /> placed in quarantine and a visibility of the clinical <br /> signs of rabies made.
